Technician A says the OBD-II (On-Board Diagnostic) system monitor compares the relative activity of a rear oxygen sensor to the pre-catalytic oxygen sensor to determine catalytic converter efficiency.  Technician B says catalytic converters can be tested for restriction and for efficiency.  Who is right?
