The loft tank and ballcock mechanism are independent of each other, apart from the fact that the tank provides the toilet with water.

Personally I prefer the dual flush system. A dual flush toilet drives lower water usage in your home by allowing the person to choose whether they want a half flush or full flush.

Ideally a Water loft tank of any maximum capacity water storage can be designed and constructed?

It would be useful for Agriculture purposes.

Higher the capacity of the Water loft tank in terms of storage, more would be difficult for maintenance purposes?
i.e. Washing, Cleaning from outer & inner surfaces after some duration time period?

This could be a challenging aspect for maintenance.

Yes, and the addition of a mechanical pump powered by a motor. Cleaning and maintenance would be an issue because if this is used to provide water for the city, than a single contamination could make it lethal for the town.
