my homework question is stated as follows:

A lab technician has four strains of bacteria. Although he forgot to label them, he knows that they include one F+ strain, one Hfr strain, one F' strain, and one F- strain. He observed the following results after plating these strains on different media. Which of the following plates can be used to identify the F- strain?

I attached a screenshot of the figure provided and the correct answer, I just need some help understanding it.

To me it seems like adding histidine, glutamate, cysteine, and streptomycin would result in you finding out that the sample is F+.
I thought the answer would be to add leucine and streptomycin to the minimal growth medium, and when that was wrong I thought it would be histidine, glutamate, and cysteine.
