I used to know all of this but I forgot, it was kind of a while ago but what I can help with is that alcohol definitely decreases the activity of the brain which is why you get slurred speech and all the other effects and why you can't drink and drive, the reason why the transmission of messages is delayed is because alcohol decreases the activity, The cerebral cortex is affected by alcohol, Cerebellum and brain  stem.
A neuron is a specialised cell transmitting  nerve impulses and in this case it is decreased. Because of the effect of alcohol.
The synapse is the junction between two nerve cells and again the transmission of messages is decreased because of the effect of alcohol.
