a) it is inducible. The left-hand operator is mutated to the constitutive state but the two  genes in front of it are mutated. The right hand operon has a normal operator and normal set of genes - therefore it is inducible.

b) it is constitutive. The right hand operon has a mutated operator meaning the repressor can not bind and therefore the genes are always being expressed.
