so...transfer energy to electron will "kick" the electron to higher orbital.  the photon does not bounce off, photon is basically light energy.

It gets absorbed by the electron, which becomes excited and jumps to a higher energy state. When the electron, on a whim, jumps back down to a lower energy state, it releases a photon, which may have a different wavelength from the photon that was absorbed.
