An amine functional group will form a base in water:

RNH2 + H2O Rightwards Arrow RNH3(+)  + OH(-)


Your second question has me stumped at the minute though.  It certainly isn't Magnesium or calcium ions though - they have a +2 charge.

The functional groups which tend to form  basic solution in water include :
 - Hydroxides;
 - Carbonates;
 - Bicarbonates;
- Amines .

These groups show alkaline behaviour due to their very low pKa values and availability of donatable electron pairs.

 Carbonate ions have -2 charge when dissolved in water.
