is it possible to do a population genetics problem if the pop is not at hardy weinberg equilibrium? if you can how do you do it? like how can you get the allele frequencies?

With modern computing capabilities, you can run simulations of populations without the need for Hardy-Weinberg conditions.  (For example, mate preference would result in non-random mating and thus would violate H-W conditions.)  Your simulation could know the allelic composition of every locus in your model and calculate the frequencies generation by generation.
