The reaction with balanced equation is:

2HCl + Ca(OH)2 ---> H2O + CaCl2

You must multiply HCl mole values by the mole ratio bectween HCl and Ca(OH)2:
   2 HCl = 1 Ca(OH)2

So:

2.6 mol HCl X 1 Ca(OH)2 / 2 HCl = 1.3 mol Ca(OH)2 need to react completely.

Since there are 1.4 mol of Ca(OH)2 to react, Ca(OH)2 is in excess. Therefore, HCl is the limiting reactant.
