I need some help with why bacterial cells such as E.Coli would not need to produce enzymes such as beta-galactosidase all the time?

My initial thoughts was so that bacterial cells avoid wasting energy and precursors in making the enzyme, so the energy could be used for other process.

Can somoene please correct/add to that?

It would be useful for E. coli to produce this enzyme only when beta-galactosides are present in its environment.  If these aren't around, there's no need to produce the enzyme that breaks them down, right?
