Why is PdCl2 a better conductor of electricity outside of water than NaCl and NaCl a better conductor in water than PdCl2?

I thought they were both ionic solids? These statements make it seem as though PdCl2 is a metallic solid, is that the case? And if so why? And then, why not NaCl?

What should be understood by "outside water"?  Dry? In another solvent? at room temperature or molten?

PdCl2 is only slightly soluble in water, so if doesn´t dissolve, it won't generate ions, so it won´t conduct electricity.
