why isn't an organelle considered to be the lowest level of biological organization capable of carrying out all life processes?

Because an organelle can't carry out all life processes - they rely on the other organelles to survive.  Each organelle only does one part of the many processes needed for life.

Even the organelles that have their own genetic material have lost many essential genes to the nuclear DNA.  There's not enough left so that they can live independently any more.
