Hematocrit(RBC, WBC etc.) is the primary factor that influences blood viscosity.  Basically, how much plasma density there. The higher the density of plasma, the higher the viscosity.  Cyclist, like Lance Armstrong had to be very careful while they were doping with EPO, which was a process of adding more RBC to their bloodstream.  Too much and the viscosity becomes unbearable for the heart. 

Temperature is also an influencing factor, but I don't know how much.
