For control to be effective, its procedures must respond to changing conditions. Organizations and managers get accustomed to control procedures that are already in place. It is a human tendency to stay the course when things appear to be going well. But that tendency can defeat effective control. Well-designed control systems should be able to account for changing circumstances and adjust accordingly. Rigidity of control systems usually is not a feature to be prized. Flexibility often is.
