Functional or non-coding RNAs are RNAs that are not translated to protein. So, every RNA EXCEPT mRNA is functional RNA. Some examples of functional RNA are: rRNA (it's the RNA component of the ribosome) tRNA (transfers amino acids to ribosome), snRNA, microRNA and more.
