The jovian planets are thought to have formed as gravity drew hydrogen and helium gas around planetesimals made of __________.

Since they are gas planets, shouldn't hydrogen and helium be included?
It said the answer was just rocks, metals, and ices. Could someone expand on this and tell me my there aren't gasses included since the objects are so close to a Jovian gas planet?
