Do cell receptors with intrinsically low activity have a higher exhibited Kd?

" If the Kd for binding is greater than ~1 nM, a case when the rate constant k(off) is relatively large compared to k(on), then it is likely that during the seconds to minutes required to measure the amount of bound ligand, some of the receptor-bound ligand will dissociate and thus the observed binding values will be systematically too low..." (Chapter 15.2, "Binding Assays Are Used to Detect Receptors and Determine their Affinity and Specificity for Ligands")

So if the Kd for a specific cell receptor is greater than ~1nM as described, then the bound ligand is more likely to dissociate in a specific period of time, (compared to a receptor with a low Kd for a ligand?)
