I've been reading posts by boat owners about burning the carbon deposits out of their engines by putting water into the carb. They claim that the H and O and fuel and spark create a very high temp. that will burn off carbon deposits -- and, they add, melt aluminum outboard pistons. I did not think that water will dissociate in high temperatures like that. Is that true?

It is not.  It is hard to make water dissociate, usually requiring a high electric current.  Simple heat will not do it.  If you increase the temperature of water, it will only vaporize - become a gas - but it will still remain bonded as H2O.
