The energy need of an average sized house is 25000 kWh for one year. Three fifths of this energy is used for heating. What is the average power used for heating assuming heating is mainly needed during the cold part of the year?

3/5 of 25000 kWh is 15,000 kWh.

A year has 365 days (or revise to 365.25 if you want) which is  8760 hours.

So the average consumption is 15000 kWh/8760h = 1.71 kW.

Note this is NOT per hour. The consumption averages 1710 watts.  

I do not know how you're supposed to do this problem making some kind of undefined assumption about "the cold part of the year."
