although I am suspicious whether that is the entire question, because generally you would (and should be) given either parent and offspring punnett square or an inclusion of more numbers like the percentage of heterogeneous alleles.

That said, if not, then you can not find out the answer b/c you can have more recessive than dominant in population due to preference of certain alleles. (ex. polydactyl)
