How do recruitment consultants find clients?

I'm thinking about going into recruitment consultancy. There are plenty of trainee roles out there. I just want to know how they go about finding a new client. Do they randomly call organizations or what?

They network and manage to meet people in different places. A friend and I were in a upscale dress shop and a headhunter heard us discussing my friends current job and responsibilities. My friend was recruited for a much better paying job.
