To be considered a PMSC, the following characteristics exist. They must be: (1) market-oriented; (2) professional (a business headquarters, trained staff, and business structure); (3) organized under private law (not public); and (4) a legally registered company.  Unlike mercenaries who are individuals hired to overthrow governments, PMSC personnel work for legitimate nations where their main goal is to support and enhance the contracting nation's military capabilities.
