Is there a name for these types of graphs?

Also, I suppose the points are manually horizontally spaced so that you can distinguish close points.  Or is there a graphing program that would do this with some sort of algorithm?

It looks like a scatter plot with data presented in columns.

I believe it's called a "Grouped Column Scatter" - see example

This can be done in Excel.
