I know that enzyme's are no longer usuable after the temperature/Ph is raised. But what if the temperature is lowered?

a catalyst's job is to speed up the reaction, and the high the temp. the faster the reaction. so if the temp is reduced the reaction happens slower

Generally, as temperature is decreased, the rate of activity of an enzyme also decreases.  This is because temperature is actually a measure of molecular motion.  As the molecules move more slowly, they are less likely to bump into each other, so the enzyme is less likely to meet the substrate.  If they don't meet, the enzyme can't break down the substrate...

did you mean catalase???
theres no such thing as catalayse.

Anyways, each enzyme has an optimal temperature and pH that favor the active conformation of the of the protein molecule.

So basically its active site won't accept any substrates because it has changed shape due to temperature or pH.
