Auxin induce root while cytokinin induce the shoot ,Why?

Yes, that is correct! An increase in cytokinin will lead to the growth of shoot buds, while an increase in auxin induces root formation.

My guess would be that they both have their own unique receptors. One ligand can't activate a receptor that is not made for it.
