4. The stronger and longer the stimulus, the more action potentials will occur (with the same strength as it is not a graded potential).

2. Action potentials act as triggers that either reach threshold and depolarize, or simply don't. There can be no effect towards the membrane during absolute refractory period, because certain voltage gated channels like sodium channels are already opened.
