From lessons learned from the American War of Independence
 
  a. the British would not allow political representation to its remaining territories and colonies.
  b. colonies would have the right to void all British laws without consulting with Parliament.
  c. each British colony or territory could elect their own governor.
  d. a balance was created to allow for local representation but with safeguards to protect British interests.
  e. territories and colonies could have their voice heard only through petitioning Parliament.
