In any movie production process, who selects the music director or composer of the film?

Is it the Movie Director, Movie Producer or a joint mutual decision between the both for selecting the music director or composer for there new movie?

A movie director doesn't do the producing, so while the director may give the actors suggestions of the overall mood (since most shots are not taken chronically as per the storyline), it is ultimately the producer that decides what music is played at every scene.

There could be definitely some movies (Hollywood, Bollywood, Tollywood) where a joint mutual decision between both the Movie Director and Movie Producer(s) has been taken for selecting the Music scorer for their new movie production?
