It all depends what you mean by ionic strength.
The accepted definition is:
The ionic strength of a solution is a measure of the concentration of ions in that solution. Ionic compounds, when dissolved in water, dissociate into ions.

NaCl is extremely ionic but is not an acid at all! So it only means something if you apply i to acids or bases in a solvent. Then there is a correlation between the ionic strength and the acid dissociation constant.
