Typically it's rFsinT where r is the distance from the center, F is the force and sinT is the sine of the angle between these two vectors.  You can also express it as a cross product.

If your force is perpendicular to the radius, you can eliminate the sinT part.

Torque is force multiplied by distance. The distance is measured from the point of application of the force to the pivot point. That distance can be expressed as a radius with the pivot at the center. If the force is not perpendicular to the radius, then only the component of the force which is perpendicular to the radius is used for torque.
Torque is a vector value in that it has a direction of rotation. So a convention must be established for torque considerations as to whether the torque value is, for instance , positive (clockwise) or negative (counterclockwise).
